The philosophy (like many other places) is 'do more with less.' It would help it management actually understood what the people who they manage actually do each day, and would actually listen to their input. The benefits are pretty good. There seems to be a huge emphasis on Mercy expanding, even if they haven't devoted enough time and attention to what already exists.
