Chief Information Officer (CIO):
Tech skills are easy to come by and frankly not very useful for a CIO on a daily basis. Assuming you have some kind of tech schooling or more preferably, tech experience, focus on business and soft skills. You use those over 90% of the time compared to your technical skills.

Great Rewards Await Those Who Master the Balancing Act.
Chief Information Officer (CIO):
Pros: I really get to make a difference. Setting the goals and strategy of an organization that has a mission to provide public service can be incredibly rewarding. My group provides technology services that make our agency's operational staff more efficient and effective. When they perform better then the public benefits.
Cons: It is absolutely impossible to keep up with demand and to satisfy the desires of my internal customers. Our business units have real needs (and perceived needs) that I just can't get to.

Get and overall picture of the systems, software, infrastructure and your teams current skills, talents, and responsibilities as soon as possible. Simultaneously work to understand the you Company's strategic objectives so that technology and systems can be aligned appropriately. Work hard to not get sucked down into the weeds of the daily problems that your team will be consumed with.
